These questions and the DeGEval standards form the basis for the EOP concept of evaluation.

The project to be evaluated is carefully examined as a system in a professionally and methodically sound manner. The project is described and appraised using a systematic, transparent and data-based approach. Here, the consistent, structured integration of the main stakeholders is designed to encourage and ensure the learning throughout the evaluation process.

Systematised dialogues and workshops with the various stakeholder groups are tried and tested instruments for this purpose. In this way, the evaluation results can be productively used for the intended purposes of the evaluation, such as for accountability or the optimisation of measures.

An evaluation generally consists of seven working steps:

  • Clarification of goals and scope of the evaluation and specification of the central evaluation questions/terms of reference
  • Elaboration/coordination of the evaluation concept/inception report
  • Survey, analysis, interpretation of qualitative and quantitative data according to social science standards
  • Where necessary, interim presentation of the results/validation by stakeholders and clients
  • Draft version of the evaluation report and feedback from the client
  • Creation of the final report with an executive summary
  • Approval by the client and concluding discussion

EOP accompanies you as a competent partner in helping you find the optimum answers to these questions. By drawing on research, situation analyses, baseline assessments and feasibility studies that EOP carries out on your behalf, new programmes or project proposals are designed on a solid foundation.

EOP also conducts research in Germany and at the EU level into initiatives in the areas of education for sustainable development, Global Education, and development education and advocacy work. In addition, EOP also creates follow-up and impact analyses for the project and programme documentation. EOP also puts together stocktaking reviews and appraisals to form the foundation for new or adjusted funding priorities.

How does evaluation work and what needs to be considered?

What comes after evaluation? 

EOP offers specialised training sessions on the topics of evaluation, project management, quality assurance and quality development. These training sessions comprise a mix of well-founded theory and immediately applicable practical knowledge. The workshops are offered in the form of one-day events or events lasting several days (including on weekends).

EOP supports you throughout all the steps of the self-evaluation, e.g. the concept development and data evaluation as well as the presentation and documentation. Guided by the Coverdale Systematic Approach, EOP moderates the necessary planning discussions, working sessions and workshops for this purpose.

Self-evaluations and external evaluations often initiate processes of transformation within an organisation and create a greater awareness for quality. EOP supports and advises you in the implementation and integration of evaluation results into your daily work routine as well as with further steps for quality assurance and quality development.

How do I get from a project idea to the proposal?
How can the many programme elements be combined into a coherent whole? How can I convincingly report my successes? 

EOP will be by your side as an experienced partner throughout this process, supporting you from the design to the submission of proposals all the way to the documentation. EOP’s main areas of focus are the working fields of Global Education, education for sustainable development and fair trade.

Guided by the Coverdale Systematic Approach, EOP moderates concept workshops and planning discussions as well as evaluation sessions.


Based on your strategic and content specifications as well as the requirements of the funding bodies, EOP develops project concepts and formulates proposals. This allows you to benefit from the extensive experience of the network. In cooperation with the client, EOP can compile reports and comprehensive documentation for funding bodies in Germany, Austria, Switzerland as well as for the European Commission (especially in German and English).
